fix: Wartende Telefon-Dateien stehen jetzt oben

Die Karte "Vom Telefon empfangen" sass unter dem gesamten Import-Assistenten
kurz vor dem Verlauf – wer eine Datei geschickt hatte, fand sie nicht und
sah eine leere Seite. Eine wartende Datei ist das Erste, was man tun will,
also steht sie jetzt ueber Schritt 1.
